Planning Commission Reviews 221-Unit Redevelopment Plan

The redevelopment team presented plans to the Planning Commission: seven buildings, 221 units, an arts walk, and modern stormwater infrastructure.

The Lucas Village redevelopment team presented comprehensive plans at the June 15 Planning Commission workshop, marking the project's formal introduction to the public planning process.

David Ling of Ling Consulting, along with project partners, detailed the scope: demolish the vacated 92-unit complex and construct seven new multifamily buildings totaling 221 units - a net increase of 129 homes on the 7.28-acre site.

The Design

The new community will include 342 parking spaces, including structured parking beneath two of the buildings. Three dedicated amenity areas are planned:

  • An arts walk connecting residential areas
  • A corner park for neighborhood gathering
  • A pocket plaza at the community entrance

These spaces are designed as private open space for residents, complementing the existing public parks nearby.

Solving the Stormwater Challenge

One of the most significant technical discussions centered on stormwater management. The site includes an existing stormwater holding area that will undergo improvements to be modernized and utilized by the project and the surrounding area.

The development team is designing a lined stormwater facility with internal piping, coordinated with city engineering so that future city capital improvement projects won't require tearing up the new infrastructure.

Modifications Requested

The team requested two modifications: a parkland dedication waiver for 0.78 acres (arguing that nearby parks and on-site private amenity spaces meet recreation needs) and a minor lighting modification to achieve crime-prevention-through-environmental-design (CPTED) objectives.

Commissioners asked detailed questions about parking calculations, sidewalk design, and sinkhole remediation. No action was taken at the workshop - the team will return with revisions for the July public hearing.
