All Residents Safely Relocated

All 88 Lucas Village households have moved to new housing. The Housing Authority is preparing demolition proposals.

By the end of August 2024, all 88 households in Lucas Village completed their relocation. Every family has been placed in new housing, and the Housing Authority is now preparing to release a request for proposals for the demolition of the community's residential units and supporting buildings.

How Residents Were Supported

The relocation process prioritized minimal disruption to families, especially those with children. About half of the households moved to two newer developments with affordable units - Foundry Square and Crestwood Manor - both of which became available during the summer.

The timing was fortunate. Families with school-age children were able to settle into their new homes before the school year began, avoiding mid-year transfers.

All relocated residents received federal housing choice vouchers and retain their guaranteed right of return when the new community opens.

What's Being Demolished

The demolition scope includes the 92 residential units built in 1972, along with four Housing Authority family services offices, a community building with a gym, Head Start classrooms, and a community room. The entire complex sits on the 7.28-acre site along Pennsylvania Avenue, near the Frederick Fairgrounds.

Next Steps

The Housing Authority will release a formal RFP for demolition contractors in the coming weeks. Once a contractor is selected, demolition is expected to begin and be completed by the end of 2025, clearing the way for new construction.
