Maryland Awards $300,000 for Design and Engineering
A second round of State Revitalization Program funding supports architectural and engineering design for Mosaic.
The Maryland Department of Housing and Community Development (DHCD) has awarded the Housing Authority of the City of Frederick an additional $300,000 through the State Revitalization Programs (SRP) for the Lucas Village Revitalization.
This second round of state funding is designated for architectural and engineering design costs — the detailed technical work needed to turn the vision for 221 new affordable homes into construction-ready plans.
Building on Momentum
This award follows the $500,000 SRP grant received in 2023 for demolition and site preparation. Together, the two state awards total $800,000 in direct Maryland investment in the Lucas Village redevelopment.
The design funding supports the work of Hord Coplan Macht (HCM), the architecture firm leading the design of Mosaic. Their scope includes:
- Site planning for seven multifamily buildings across 7.28 acres
- Zero Energy Ready Home design meeting DOE standards for every unit
- Engineering for sinkhole mitigation — micropile deep foundations and lined stormwater infrastructure
- Community space design — arts walk, pocket parks, fitness room, art classroom, and community lounge
- Stormwater coordination with city engineering to address long-standing drainage challenges
What This Means
State funding for design is significant because it means the architectural and engineering plans can be fully developed before construction financing closes. This reduces risk, improves the quality of construction documents, and ultimately results in a better-built community.

Two Awards, One Vision
With two consecutive rounds of State Revitalization Program funding, Maryland has made clear that the Lucas Village redevelopment is a priority. Combined with federal HUD support, city investment, and LIHTC financing, Mosaic has one of the strongest public funding foundations of any affordable housing project in the state.
