Planning Commission Unanimously Approves
The Planning Commission voted unanimously to approve the final site plan for 221 new affordable homes.
The Frederick Planning Commission voted unanimously on Monday night to approve the final site plan for the Lucas Village redevelopment. This is a landmark approval that clears the way for demolition of the existing 92 units and construction of 221 new multifamily affordable homes.
What Was Approved
The approved plan includes the full scope of the redevelopment: seven new multifamily buildings on the 7.28-acre Pennsylvania Avenue site, along with all associated infrastructure, parking, and community amenity spaces.
The commission also voted to recommend street modifications to the City Council. Parts of Vermont Court and Pennsylvania Avenue will be abandoned as part of the new site layout. Vermont Court will be renamed Vermont Way and extended through to Pennsylvania Avenue, while Maryland Avenue will be extended into the development and connect to Vermont Way.
These road changes require final City Council approval, based on the Planning Commission's recommendation.
The Parkland Decision
The commission recommended approving the parkland dedication waiver, recognizing that the combination of on-site private open spaces (arts walk, corner park, entry plaza) and nearby public parks adequately serve the community's recreation needs.
What Comes Next
With site plan approval in hand, the project moves into its execution phase. Engineering permits, building permits, and the remaining City Council approvals for street modifications are the next administrative steps.
Demolition is already underway. Vertical construction with Morgan Keller is scheduled to begin in Fall 2026.
