Housing Authority of the City of Frederick (HACF) — Sponsor
HACF has served Frederick's affordable housing needs for decades. As project sponsor, they have guided the Lucas Village redevelopment from concept through HUD approval, resident relocation, and into construction. Their track record includes the successful redevelopment of Catoctin View, a senior living community that went through a similar demolition-and-rebuild process in 2021.
New Harbor Development — Developer
New Harbor Development leads the project's development, coordinating financing, design, construction, and the complex regulatory landscape that comes with affordable housing. Their expertise in LIHTC (Low-Income Housing Tax Credit) financing has been critical to assembling the capital stack that makes Mosaic financially possible.
Hord Coplan Macht (HCM) — Architect
HCM is one of the Mid-Atlantic's most respected architecture firms, with deep experience in affordable housing, community design, and sustainable building. Their design for Mosaic balances high performance with livability — seven buildings that feel like home from day one, not institutional housing with a fresh coat of paint.
DMW & Lingg Property Consulting — Civil Engineer
DMW and Lingg Property Consulting lead civil engineering for Mosaic. Their work includes grading and utility design, stormwater systems, roadway and access planning, and site engineering coordination that supports safe, buildable construction documents. On a geologically sensitive site like this one, civil engineering is central to long-term performance and resiliency.
Morgan Keller — General Contractor
A Frederick institution in their own right, Morgan Keller brings local knowledge and construction expertise to the 19-month build. As one of the region's premier general contractors, they understand the specific challenges of building in Frederick — from the karst geology to the local permitting process.
Habitat America — Property Management
Once Mosaic opens its doors, Habitat America will manage the community. With a portfolio focused on affordable and workforce housing, they bring the operational expertise to keep the community running smoothly for years to come.
