HUD Approves Demolition — Relocation Begins

HUD has approved the Section 18 demolition application for Lucas Village. All 88 households will receive housing choice vouchers with a guaranteed right of return.

A major milestone: the U.S. Department of Housing and Urban Development (HUD) has approved the Housing Authority of the City of Frederick's Section 18 application to demolish and redevelop Lucas Village.

Section 18 of the Housing Act of 1937 governs Public Housing Agency activities related to the demolition or disposition of public housing projects. HUD's approval was driven by documented safety concerns - particularly the risk of sinkholes from the site's karst limestone geology and repeated flooding on the low-lying property.

What This Means for Residents

All 88 households in Lucas Village will receive federal housing choice vouchers, providing flexibility to find housing anywhere in the country. But one thing is non-negotiable: every resident has the first right to return once the new community is built.

The Housing Authority is working directly with each family to ensure smooth transitions. Homeowners within the development are not affected by the relocation.

The Vision

The redevelopment will replace the aging 92-unit complex with 221 modern, affordable multifamily units across seven new buildings. The new community will feature modern stormwater management, sinkhole-resistant foundations, and energy-efficient design.

This is a bittersweet moment. Lucas Village - affectionately known as Sagner by long-time residents - has been home to generations of Frederick families. We honor that history even as we build something better for the future.
