Construction Preview: What to Expect in Fall 2026

Morgan Keller breaks ground in Fall 2026 on 19 months of construction. Here is what is being built and what the neighborhood can expect.

In Fall 2026, the cleared site along Pennsylvania Avenue will start to look very different. Morgan Keller, one of Frederick's most respected general contractors, begins vertical construction on Mosaic — and the 19-month build that follows will transform the landscape.

What Is Being Built

  • 7 multifamily buildings across the 7.28-acre site
  • 221 apartments — a mix of 1-bedroom, 2-bedroom, and 3-bedroom units
  • 342 parking spaces, including structured parking beneath two buildings
  • Community amenities: fitness room, art classroom, community lounge
  • Outdoor spaces: arts walk, corner park, pocket plaza
  • YMCA Head Start early learning center in a dedicated commercial building
  • Engineered stormwater infrastructure modernizing the existing stormwater holding area to serve the project and surrounding area

The Timeline

  • Fall 2026 — Construction begins
  • Throughout 2027 — Buildings rise in phases across the site
  • ~Fall 2027 — Preleasing opens (approximately 12 months into construction)
  • ~Spring 2028 — First move-ins begin

Construction will proceed in phases, allowing portions of the site to be completed while others are still under construction. This phased approach is designed to bring residents home as quickly as possible.

For the Neighborhood

Construction means activity — trucks, equipment, workers, and noise during business hours. Morgan Keller has experience managing construction in residential areas and will work to minimize disruption to the surrounding community.
